Having hacked Telegram servers on occasion is not the same as being in charge of Telegram. These are just different things.

Telegram must not be used by certain sectors because it can be attacked. That’s different from the wrong claim that FSB controls Telegram. If that was the case all of Telegram would be forbidden for all of Ukraine and that’s not the case.

The clients for both systems are developed entirely separately.
