If applying a patch extracts and repacks the archive, then unrelated files can definitely be changed. See for example Minecraft jarmodding, which is just merging two zips.
The Microsoft Store adds a lot of restrictions to their programs (example of Python’s problems).
I think they’re also working on getting Steam running. I don’t remember how that’s going, though.
In the US there’s a lot that use Linux via Chromebook, but you don’t get root access or even arbitrary command execution.

Chromebooks are actually Linux.
The Roblox mobile build isn’t really just mobile, and afaict has no issues that Windows Roblox doesn’t have.
