Not really informed on this subject: Does “he sold the patent for 1$” mean anyone is free to make it, or does it mean some company got the rights despite his intention to make it cheap?

Basically US tax codes make being a non profit pharma company very difficult.
Non profits don’t appeal to investors.
The supply chain is dominated by big pharma.
Non profits still have to pay large fees to the FDA
Medicaid forces a 23.1% rebate on the lowest priced drugs that make it difficult to keep their prices low.
TLDR the Industry is not designed for non profits.
